Description

the getPropagator() method for a returned ephemeris will throw a NPE if USEABLE_{START,STOP}_TIME is not set in the OEM file. These key words are optional in the standard and so they should be optional in our implementation as well. The default values to use are START_TIME and STOP_TIME, which are required by the standard.

Correctly report OEM start/stop times

Updated to use STOPTIME if USEABLESTOP_TIME is not specified and the same for
the start time. Added a test case and a new example OEM file.
