public class NavicScale
extends ConstantOffsetTimeScale

NavIC time scale (also called IRNWT for IRNSS NetWork Time).

By convention, TNAVIC = TAI - 19 s.

This is intended to be accessed thanks to TimeScales, so there is no public constructor.
