Simple constructor.

Parameters:

noiseSource - noise source, may be null for generating perfect measurements

sigmaPosition - theoretical standard deviation on position components

sigmaVelocity - theoretical standard deviation on velocity components

baseWeight - base weight

satellite - satellite related to this builder
